Should airplane bathrooms have sinks?

Allison Arieff writes in a New York Times blog that,

"… a recent short hop I took on Horizon Air set a new dismal standard for cost efficiency.

The lavatory had no sink.

Ick.

It did have a lone plastic bottle of hand sanitizer glued to the counter" (right, photo by Bryan Burkhart).

While the water in sinks is not for drinking, I can think of lots of scenarios -- and have even experienced a few -- where water and paper towel is essential for cleanup on an airplane.

Neil Phelps says:

It might not just be a function of cost efficiency. My guess is that being on Horizon Air you were in a de Havilland (Bombardier) Dash-8 or Q400. These are small turboprop airplanes. In addition to the weight penalty of having a water system for a sink is the question of whether there is enough space on the airplane for a water system. These planes typically fly short hops, and most people can get by without using a restroom until they reach their destination. Consider yourself lucky that there was even a toilet.
