Tiny turtles still making kids sick
Growing up in late-1960s suburbia, I had a turtle.
Turtles were inexpensive, popular, and low maintenance, with an array of groovy pre-molded plastic housing designs to choose from. Invariably they would escape, only to be found days later behind the couch along with the skeleton of the class bunny my younger sister brought home from kindergarten one weekend.
But eventually, replacement turtles became harder to come by. Reports started surfacing that people with pet turtles were getting sick. In 1975, the U.S. Food and Drug Administration (FDA) banned commercial distribution of turtles less than 4 inches in length, and it has been estimated that the FDA ban prevents some 100,000 cases of salmonellosis among children each year.
Maybe I got sick from my turtle.
Maybe I picked up my turtle, rolled around on the carpet with it, pet it a bit, and then stuck my finger in my mouth. Maybe in my emotionally vacant adolescence I kissed my turtle. Who can remember?
A report that will be published tomorrow in the journal Pediatrics documents how 107 people in 34 states became sick with Salmonella from the small turtles between 2007 and 2008 – including two girls who swam with pet turtles in a backyard pool.
The paper notes that one-third of all patients had to be hospitalized, and in many cases, parents didn't know turtles could carry salmonella.
Julie Harris, a scientist at the U.S. Centers for Disease Control and Prevention and the report's lead author said other cases turned up elsewhere, many involving direct contact with turtles, including children kissing turtles or putting them in their mouths.
I’m familiar with that.
David Bergmire-Sweat, a North Carolina epidemiologist who investigated the Union County case, said he's heard of families letting turtles walk on kitchen surfaces where food is prepared, and babies being bathed in sinks where turtle cages are washed.
Veterinarian Mark Mitchell, a University of Illinois zoological medicine professor, has been working with Louisiana turtle farmers in research aimed at raising salmonella-free turtles, says the industry has been unfairly saddled with harsher restrictions than producers of human foods also blamed for recent salmonella outbreaks.
Maybe, but people need to eat. They don’t need to kiss turtles.
'I'm gonna educate you' - or so says FDA
Whenever a group says the public needs to be educated about food safety, biotechnology, trans fats, organics or anything else, that group has utterly failed to present a compelling case for their cause. Individuals can choose to educate themselves about all sorts of interesting things, but the idea of
educating someone is doomed to failure. And it’s sorta arrogant to state that others need to be educated; to imply that if only you understood the world as I understand the world, we would agree and dissent would be minimized.
On the same day the U.S. Food and Drug Administration issued its Strategic Plan for Risk Communication, which outlines the agency’s efforts to disseminate more meaningful public health information and has lots of pretty words about “two-way communication through enhanced partnerships,” FDA said its “new web videos educate consumers about food and medical product safety.”
No evidence is provided that anyone found the videos educational. And the language in the headline is not consistent with ”two-way communication.” What’s with the dualities? Good and bad, heaven and hell? How about multiple communications with a variety of audiences, to use bureau-speak; and chew gum at the same time.
It’s important to tell people how information is developed and released. We updated the bites.ksu.edu information protocol last week. But actions speak louder than words.
One of the tenets of effective risk communication to inform, discuss and participate in give and take when it comes to information, rather than educate. I co-wrote a book about it, 1997’s Mad Cows and Mother’s Milk. And people learn through stories, not facts.
There is a dearth of scientific studies applying proven risk communication concepts to issues of microbial food safety. There is, however, an abundance of academic, industrial and government pronouncements on how to improve communications activities related to food safety, based on anecdotal evidence and almost always citing the need for “educated consumers” or “a better-educated public.”
Such proposals invoke a one-way, authoritarian model of communication; and exactly how this mythical consumer will become better educated remains a mystery. What is known is that the traditional approach of scientists clearly explaining the facts is “naive—and probably a recipe for failure. ...
Too often, risk communicators are more concerned with educating the public, rather than first listening to them and then developing communication policies.”
Food Safety Education Month, whatever that is, ended yesterday. People are still eating this morning. I wonder if they got educated?
An honest Food Safety Education month would include food safety stories, tragic or otherwise, and a rigorous evaluation of what has worked, what hasn’t worked and what can be improved, rather than a checklist of ineffective and often inaccurate food safety instructions with the cumulative effect of blaming consumers. Telling people to wash their hands isn’t keeping the piss out of meals.
Greens and melons and tomatoes - oh my. Will new guidelines make produce safer?
Last Friday, U.S. regulatory types announced plans to increase testing of beef trim for E. coli O157:H7 and to strengthen safety protocols for fresh fruits and vegetables. The former got lots of attention, especially with a new Salmonella outbreak that has sickened dozens and is linked to ground beef; the latter, not so much.
Fresh fruits and vegetables are one of, if not the most, significant sources of foodborne illness today in the U.S. – and it’s been that way for over a decade. As consumers increase per capita consumption of fresh vegetables, methods of handling, processing, packaging and distributing produce locally and internationally are receiving more attention in terms of identifying and controlling microbiological, chemical and physical hazards.
That was essentially the prelude for FDA publishing its 1998 Guidance for Industry: Guide to Minimize Microbial Food Safety Hazards for Fresh Fruits and Vegetables. We took those guidelines, as well as others, and created an on-farm food safety program for all 220 growers producing tomatoes and cucumbers under the Ontario Greenhouse Vegetable Growers banner. And set up a credible verification system.
So why did regulators and industry make such a big deal about commodity-specific guidelines for tomatoes, melons and leafy greens that were published in the federal register last Friday – in 2009?
I looked at the 2009 CSGs and the 1998 FDA guidance document – and I can’t see much of a difference in the on-farm stuf. Maybe I’m slow on the uptake; maybe guidelines are meaningless without implementation and verification; maybe growers keep asking for government babysitters so when the next outbreak happens, they can say, but we followed FDA guidelines (good luck with that). One of the notices said the draft guidances were FDA's first step toward setting enforceable standards for produce safety, so maybe it’s some lawmaking thing.
Tom Stenzel, president of the United Fresh Produce Association, said in a statement released July 31,
“Our industry has worked hard since 2004 to develop commodity-specific guidance documents in each of these areas, and now strongly supports FDA taking these efforts to a new level.”
2004? Why not 1998? And do the new and supposedly improved guidelines mean fewer sick people? No. Not unless an individual grower or groups of growers, or associations, take serious steps to implement and verify, something could have been done in 1998 and does not need government oversight. We did it – how hard can it be?
It’s not, and lots of growers do it on a daily basis. So maybe the talk from Washington was rightly shrugged off as no biggie.
But why did Health and Human Services Secretary Kathleen Sebelius, in making the announcement, choose to highlight the “vital role” consumers play in ensuring the safety of the fresh produce they eat and offer a laundry list of questionable food safety advice that would do little to reduce contamination of tomatoes, leafy greens and melons that happened in the field? Especially with all the caveats featured in the introduction to the tomato commodity-specific guide, included below.
This guidance is intended to assist domestic firms and foreign firms exporting tomatoes to the United States (U.S.) by recommending practices to minimize the microbial food safety hazards of their products throughout the entire tomato supply chain. It identifies some, but not all, of the preventive measures that these firms may take to minimize these food safety hazards. This guidance document is not intended to serve as an action plan for any specific operation but should be viewed as a starting point. We encourage each firm from the farm level through the retail or foodservice level to assess the recommendations in this guidance and tailor its food safety practices to its particular operations by developing its own food safety program based on an assessment of the potential hazards that may be associated with its operations.
In addition, effective management of food safety requires that responsibility be clearly established among the many parties involved in the production of fresh produce. There may be many different permutations of ownership and business arrangements during the growing, harvesting packing, processing, and distribution of fresh and fresh-cut tomatoes. For this reason, it is important to identify which responsibilities rest with which parties, and to ensure that these responsibilities are clearly defined. For example, growers commonly contract with third parties to harvest their crops. Also, it is important that growers clearly identify which party is responsible for each applicable provision of this guidance, such as providing adequate toilet and handwashing facilities and worker training. Approaches to addressing responsibilities include delegating them to individuals within the firm and formally addressing them in contractual agreements when third parties are involved. Each party should be aware of its responsibilities to ensure microbial food safety hazards for tomatoes are minimized at each stage of the supply chain.
The commodity specific guidelines are available for leafy greens, tomatoes and melons. Guidance, however, does not mean responsibility. That’s up to industry, and it begins on the farm.
Fast food workers: Wash your hands
I have been sick the past few days. I am not sure what caused it, where I contracted the illness, but I am sick. In my mind, this reiterates the need for everyone to wash his or her hands.
A recent study co-authored by William Burkhardt, a food virologist and microbiologist with the U.S. Food and Drug Administration (FDA), explains that more than half of food service workers do not wash their hands before returning to work.
In an article by the Quad-City Times, foodborne illnesses can happen anywhere and they are easy to transmit:
Norovirus, hepatitis A and E. coli, another gastrointestinal infection, are the most common food-borne illnesses involving restaurants, Burkhardt said. Norovirus, like hepatitis A, is spread by fecal matter on food products that are then ingested by unaware patrons. However, the hepatitis A symptoms might not show up for 10-14 days while those with norovirus know much more quickly, in as little as 12 hours after ingestion.
Those who ingest the hepatitis A virus need only a few particles to eventually become ill, according to the microbiologist. "Oftentimes, a hundred million of these viral particles are present in a gram of fecal material," he said.
Even a small piece of fecal matter on a person's hand can transmit the germs, especially to salads, uncooked food items or in ice. The virus is killed during proper cooking.
To prevent the spread of foodborne illness food service workers should abide by proper handwashing and proper glove usage.

Fresh herbs linked to Salmonella
AP is reporting the second Texas based Salmonella-linked cilantro recall in a week. Fresh herbs are on the FDA produce hit list along with tomatoes, leafy greens, cantaloupe and sprouts. FDA provides technical assistance to these industries to complete commodity-specific guidance documents. David Acheson, ex-food safety Czar said in May that fresh herbs were next on the list. 
Frontera Produce of Edinburg, Texas, is recalling one lot of cilantro. No illness has been reported. The recalled cilantro was available at select store chains in Texas, Oklahoma, Colorado, Louisiana and New Mexico between July 20 and July 27. Details: by phone at 877-381-5701.
Snails, cilantro and Salmonella
Look kids, the snails are back.
And with the rain in Kansas this year, they haven’t really left.
Amy took this picture of our cilantro yesterday afternoon in between thunderstorms. And snails can carry any number of diseases and pathogens.
That’s probably not what’s going on with the cilantro distributed by Sweet Superior Fruit LTD of McAllen, Texas, that was recalled on the weekend after U.S. Food and Drug Administration testing found Salmonella in cilantro sold from July 13 to 16 in 15-pound black plastic crates.
Initially announced Saturday night, company types weren’t answering the phone on Monday.
The Monitor reports that while the source of the cilantro has not been disclosed, the produce was most likely grown in Mexico. A sign above the company‘s facility advertises Mexican-grown products.
Just where the 104 15-pound crates of cilantro ended up remains unclear. The U.S. Food and Drug Administration said Monday that it could not provide a list of what restaurants or retailers might have bought the leafy green because most of the purchases at Sweet Superior Fruit LTD. were made with cash. It also did not say how much of the produce had been sold.
FDA's food safety czar Acheson off to consulting
David, we hardly knew ye.
The U.S. Food and Drug Administration’s most public food safety face since the 2006 E. coli O157:H7 outbreak in spinach, assistant commissioner for foods and barfblog.com fan, David Acheson (right, exactly as shown), is leaving to join a new consulting firm, headed by former Health and Human Services Secretary Mike Leavitt.
Jane Zhang of the Wall Street Journal reported today that Acheson said, in an email to FDA employees,
“I wanted to let you know that Friday, July 31st will be my final day of service at the FDA. I have accepted a position with Leavitt Partners, a consulting firm, who are starting a new focus on food and import safety and have asked me to head the new activity.”
The firm, based in Salt Lake City, where Leavitt served as governor, already has hired a number of former HHS officials, including Medicaid chief Dennis Smith.
Acheson said in an interview he will remain in Washington and will use his “strong public-health perspective” to help food companies address food safety issues.
Acheson spoke in a July 2007 interview with the Washington Post about his passion for public education and his commitment to making the wobbly global food-safety system work better -- even though he's acutely aware that, in his new position, a food-related outbreak has as much potential to break his career as to make it.
Cilantro recalled after Salmonella test; no one sick
Fresh herbs are particularly prone to bacterial contamination: parsley, basil, and especially cilantro.
Sweet Superior Fruit Co, based in McAllen, Texas, announced Saturday it is recalling 104 crates of fresh cilantro over concerns of possible salmonella contamination discovered through testing by the U.S. Food and Drug Administration.
The company says no illnesses have been reported.
The company said the potentially contaminated cilantro was sold July 13-16 at its McAllen facility. Sweet Superior Fruit said it may have been sold again by retail outlets in the McAllen area or used to manufacture additional products.
Sweet Superior Fruit is urging companies to try to recall the product and telling consumers to return it or throw it away.
Obama moves on food safety: will it mean fewer sick people?
Reuters is reporting this morning ahead of a press conference later today by recently formed supergroup, the Food Safety Working Group (right, not exactly as shown), that the Obama administration is ordering tougher steps to curb salmonella and E.coli contamination in U.S. food processing plants and created a new deputy food commissioner post to coordinate safety.
In response to the working group recommendations, the administration created a new position -- deputy commissioner for foods -- at the Food and Drug Administration to increase coordination of food safety activities in different parts of the federal government.
Other highlights include:
• the FDA has issued a rule aimed at reducing salmonella contamination of eggs during production;
• the administration directed the Food Safety and Inspection Service to develop standards by the end of the year to reduce salmonella in turkey and poultry;
• to reduce E.coli contamination of beef, the FSIS was directed to improve surveillance and testing for the bacteria in plants that handle beef, especially ground beef; and,
• the administration said the FDA would issue new guidance to the industry by the end of the month in an effort to reduce E.coli contamination in tomatoes, melons and green leafy vegetables.
Scott Faber of the Grocery Manufacturers Association said the absence of a federal standard for commodities like leafy greens, tomatoes and melons was the "biggest hole in the current food safety net" and the proposal to issue guidance "is the single most important step that we can take to reduce the risk of foodborne contamination."
Yes, fresh produce is the biggest hole – although all the processing-related outbreaks of late suggest a fairly big hole – but FDA has been issuing guidance for growing safe, fresh produce for 10 years. Does anyone follow it? Will more guidance mean fewer sick people? Doubtful.
As I wrote when the supergroup, Food Safety Working Group, announced its inaugural tour back in March,
U.S. President Obama is excellent at setting tone, and maybe that’s the best that can be expected. At least food safety is on the White House agenda. Maybe it will send a message that everyone, from farm-to-fork, needs to get super-serious about providing microbiologically safe food. Maybe that will increase the safety of the food supply and result in fewer sick people. Maybe there will be a hit single to be found in the Working Group’s first release.
FDA chief focuses on produce safety
Dr. Margaret Hamburg, the new chief of the U.S. Food and Drug Administration, said a couple of weeks ago she was going to focus on preventing contamination of fresh fruit and vegetables.
That’s good, because this year has brought a new crop of unrealistic expectations about the microbial safety of fresh produce, created primarily by the largest producer of fresh produce, California.
While the industry is busy blowing itself over the steps it finally took after the 29th outbreak involving leafy greens, a cone of silence has apparently fallen over any outbreak involving fresh produce. How hard is it to traceback lettuce? Apparently that depends on who wants to know the answer.
Meanwhile, a bunch of Taco Bell franchisees won damages from their insurance company over a 2006 E. coli O157:H7 outbreak involving California bagged lettuce when the judge ruled that the lettuce should be considered an ingredient, which would be covered by the policy, instead of a product, which would not be covered.
The Onion, in this satirical-but-a-little-to-close-to-reality piece, has the perfect solution for Taco Bell.
The Food Taster
I’ve been working my way through Peter Elbling’s 2003 novel The Food Taster, for about a year. It’s sorta always there but I just can’t get that excited about the main character, Ugo, and his struggle to survive as he tastes countless dishes to protect a much loathed but important 16th Century Italian Duke (Federico).
Amy has written while at this point in history simply having food was a luxury, the formerly starving peasant, Ugo, learns that he can no longer enjoy his food. Although now an expert at identifying ingredients and seasonings (right up there with today’s top food pornographers) he is constantly afraid of being struck by a mystical potion. His backwards, yet perhaps scientifically accurate, strategy is to slowly expose himself to all sorts of potions and poisons to build up (immuno) resistance should he actually be struck.
The N.Y. Times reported in 2006 that Saddam Hussein once sentenced his elder son, Uday, to be executed after he beat Mr. Hussein’s food taster to death in front of scores of horrified party guests, but later rescinded the order.
In Medieval times men of power had tasters who valiantly sampled their food in case an enemy tried to poison them. This practice was built on a myth that survives today – if you get food poisoning, it’s from the last thing you ate, and the symptoms will commence rather immediately.
Last week, reports surfaced that U.S. President Obama had his own food taster present to sample dinner in a French restaurant. Not so, said Presidential spokesthingy Robert Gibbs, but a Secret Service dude may have been watching things.
I hope so. Most people, including chefs, know nothing about food safety. A couple of years ago, Amy and I had the privilege of an after-hours chat with some FDA-types who spoke of the precautions they would take when preparing safe salmon for Laura Bush and any other meal fit for a President. They had thermometers. And knew how to use them.

Acheson writes: FDA plans bold safety effort for food safety
David Acheson M.D., associate commissioner for foods with the U.S. Food and Drug Administration in Silver Spring, Md., (right, pretty much exactly as shown) took to the letters page of The Contra Costa Times this morning to say,
“… we recognize that recent problems in food safety represent a clear need for change and a modernization in approach.
That's why we're working more closely with state and local officials to quickly respond to food-borne dangers, such as the recent problems with contaminated pistachios.
The FDA is increasing the number of audits of state inspection programs. Looking forward, the agency is developing a bold new approach that will support states as full partners, not as contractors.
President Barack Obama's budget request for this year includes historic increases for food safety. As a lead participant of the President's Food Safety Working Group, the FDA's focus is on the development of a new national system focused on prevention.”
FDA chief lauds food safety bill as the 'right direction'
In her first appearance before Congress as commissioner, Dr. Margaret A. Hamburg of the U.S. Food and Drug Administration (below, right) told the House Energy and Commerce Subcommittee on Health that a safety overhaul sponsored by several leading Democrats was “a major step in the right direction,” but that her agency would need more money to carry it out."
The New York Times reports that legislation, still in draft, blends provisions from bills offered by several top Democrats and includes requirements that all food manufacturers write and carry out safety plans, pay an annual registration fee of $1,000 to the F.D.A. and keep track of the distribution of all food products.
The agency would be required to inspect every food facility in the country at least once every four years, with high-risk ones being inspected every 18 months.
Despite her support for the legislation, Dr. Hamburg said the registration fees “will, sadly, not be enough to implement those targets.”
Pamela G. Bailey, president of the Grocery Manufacturers Association, in what appeared to be some kind of Orwellian-speak, told the committee,
“Our industry is ultimately responsible for the safety of its products,” Ms. Bailey said in a written statement, “but securing the safety of the food supply is a government function which should be largely financed with government resources.”
Sprout farm to begin testing for listeria
Close to 15,000 pounds of Chang Farm bean and soy sprouts were recalled from retailers and restaurants in four northeastern states last week after Listeria monocytogenes was found in a bag of sprouts at a retail store.
Speaking for the company, Sidney Chang said,
"We followed FDA guidelines to test for salmonella and E. coli 0517:H7. We don’t test for listeria, because they don’t require that."
So?
It is consumers who ultimately decide which food companies stay in business and make a profit, and consumers demand food that is free of all pathogens.
Is Chang Farm willing to step it up?
As stated in an article by The Packer,
“We want to make sure our facility is safe," Chang said. "We’re going to add more measures. We thought we were doing the right things.”
Food Safety Working Group hears 'good is simply not good enough'
A White House Food Safety Working Group Listening Session was held Wednesday that marked "the beginning of a significant and critical process that will fully review the safety of our nation's food supply," according to USDA Secretary Tom Vilsack.
In his opening remarks, Vislack outlined several specific challenges that would require imput from the stakeholders present at the session. These included the development of an approach consistent between the FDA and USDA for preventing foodborne illnesses, as well as an active surveillance and response system for foodborne disease outbreaks.
In regards to the latter, Vislack stated, "Our regulatory agencies must actively watch for disease outbreaks and take rapid action to ensure that we have effective and targeted recalls. Such recalls are in the interests of public health and the strength of industry sectors that might otherwise be tarnished by massive recalls."
Health and Human Services Secretary Kathleen Sebelius, who oversees the FDA and the CDC, also briefly mentioned the subject of foodborne outbreaks in her opening remarks, saying, "When outbreaks do occur, we must all respond quickly, both to protect public health and to speed the recovery of affected industries."
Sebelius went on to say, “We have already made good use of new tools to protect and inform the public. When peanut products were recalled, we produced a widget that was placed on more than 20,000 external Web sites and resulted in 9.6 million page views. And as we saw during the H1N1 flu outbreak, communication is critical during any kind of crisis and we will use every tool possible to get the word out."
However, she failed to mention how effective that tool was in protecting public health and speeding the recovery of the peanut industry.
As Vislack stated at the end of his opening remarks, "[W]e need to develop a way to measure our success... Lives are at stake and good is simply not good enough."
Antenna in your mocha latte?
The US Food and Drug Administration (FDA) maintains a list of Food Action Defect Levels in the Code of Federal Regulations "to establish maximum levels of natural or unavoidable defects in foods for human use that present no health hazard." 
A local news station in Michigan got hold of this list and started asking people on the street how they felt about the number of bug parts allowed in their coffee and the amount of rodent "excreta" tolerated in their chocolate.
My local news station in Wichita, Kansas, broadcast their story Tuesday while I shook my head and chuckled. There were a lot of interesting faces as people looked from their cup to the list and back again.
In the end, I got the impression that the public is okay with a few bug parts (and laugh about getting the extra protein), but won't stand for the poop.
We here at barfblog.com continually advocate keeping as much poop out of food as possible, and proudly wear our t-shirts that declare, "don't eat poop" with a message about handwashing on the back.
But I'm not crazy. I realize, like the FDA (not the USDA, as asserted in the story, which primarily regulates only meat and poultry products), that it's virtually impossible to keep the entire (non-meat and -poultry) food supply 100% poop-free. Therefore, I'm glad there are regulations in place to reduce the microbial risks associated with that poop. (The poop that got into the peanuts at the Peanut Corp. of America plant violated those regs.)
I'm just saying... some poop happens. Risks that cannot be eliminated can, and should, be controlled. Responsible, informed producers and consumers do this every day with tools like the FDA Defect Action Level Handbook and tip-sensitive digital meat thermometers.
Do your part: wash your hands and stick it in.

FDA finds seed supplier of sprouts with Salmonella
Cases of Salmonella Saintpaul linked to raw alfalfa sprouts are now up to 35 and the U.S. Food and Drug Administration thinks they can all be traced to one seed supplier.
That seed supplier, based in Kentucky, is voluntarily withdrawing from the market all of its 50-pound bags that have a lot code starting with “032.” All of these bags contain seeds from Italy and may be contaminated.
In addition to details about the withdrawn sprouts, the FDA alert states,
“FDA has no evidence that alfalfa seeds from other lots, or sprouts grown from them, are affected by this market withdrawal… Suppliers who can verify that their products were not sourced from the affected lots may wish to notify their customers; likewise, retailers, restaurateurs, and food-service facilities who have verified the sources of their alfalfa products may wish to notify their customers.”
Businesses that can prove they get food from safe sources on purpose—and didn’t just get lucky with this one—should brag about that, too.
Mobile food-safety labs get FDA up to speed
Elizabeth Weise of USA Today once again goes to the food safety frontlines to report about the mobile testing laboratory being used by the U.S. Food and Drug Administration, this time at the border crossing between Mexico and Nogales, Arizona.
Seventy percent of the fruits and vegetables Americans consume in winter are imported from Mexico, a total of 7 billion pounds, says Allison Moore, communications director for the Nogales-based Fresh Produce Association of the Americas. About half comes through Nogales.
The road that leads to the border begins to fill with trucks carrying fruits, vegetables and manufactured goods at 6:30 a.m. By noon there can be a line of trucks up to 7 miles long snaking through the low desert hills waiting to make the crossing (right ,photo from USA Today).
The lab represents a new era for the agency in keeping the food supply safe, says Michael Chappell, FDA acting associate commissioner for regulatory affairs. It is a tool that can be suited up and rolled out to anyplace in the country facing the danger of contaminated food, whether at the hand of terrorists or Mother Nature.
In the three weeks the trailers were based in Nogales before heading to their next assignment, the FDA estimates that direct contact with the truckers shaved tens of thousands of dollars in testing costs and spoiled produce. The mobile unit also may help repair the agency's reputation, which has been battered by public frustration with the contamination of such popular foods as peanuts and spinach.
FDA issues warning after 31 sick with Salmonella linked to sprouts
Maybe the folks at the U.S. Food and Drug Administration are busy with swine flu, but the timing of the latest raw sprouts advisory is a bit wonky.
Oh, and I’m to stress that it is only alfalfa sprouts making people barf, or at least that’s what industry told the FDA during a conference call yesterday afternoon. Not sure why it took FDA over 24 additional hours to warn consumers but …
The U.S. Food and Drug Administration (FDA) and the Centers for Disease Control and Prevention (CDC) today recommended that consumers not eat raw alfalfa sprouts, including sprout blends containing alfalfa sprouts, until further notice because the product has been linked to Salmonella serotype Saintpaul contamination.
Other types of sprouts have not been implicated at this time.
The investigation indicates that the problem may be linked to contamination of seeds for alfalfa sprouts. Because suspect lots of seeds may be sold around the country and may account for a large proportion of the alfalfa seeds currently being used by sprout growers, and cases of illness are spread across multiple states, FDA and CDC are issuing this general advisory.
FDA will work with the alfalfa sprout industry to help identify which seeds and alfalfa sprouts are not connected with this contamination, so that this advisory can be changed as quickly as possible.
CDC, FDA and six State and local authorities have associated this outbreak with eating raw alfalfa sprouts. Michigan, Minnesota, Pennsylvania, South Dakota, Utah, and West Virginia have reported 31 cases of illness with the outbreak strain of Salmonella Saintpaul to CDC. Most of those who became ill reported eating raw alfalfa sprouts. Some reported eating raw sprouts at restaurants; others reported purchasing the raw sprouts at the retail level.
The CDC and FDA recommend at all times that persons at high risk for complications, such as the elderly, young children, and those with compromised immune systems, not eat raw sprouts because of the risk of contamination with Salmonella or other bacteria.

Food safety, one pistachio at a time
Pistachio growers probably won’t agree, but the New York Times says in an editorial this morning that the recent blanket warning from the Food and Drug Administration about salmonella in pistachios was one of the most encouraging events in years and sent a powerful signal to those in the food business that the F.D.A. planned to focus more urgently on the safety of consumers.
The editorial concludes that even though the Obama F.D.A. appears to be doing a better job, Congress needs to beef up the agency’s staff and broaden its recall authority. Longer term, Congress and the White House need to keep promises to take a deeper look at food safety. It is time to think seriously about establishing one federal agency to coordinate and enforce food-safety regulations — and give consumers the protections they need and deserve.
FDA takes action on Salmonella in pistachios
Salmonella has been detected in two of the 200 environmental tests of the California processing plant operated by Setton Pistachio of Terra Bella, Inc. that has already recalled 2 million pounds of potentially contaminated pistachios, the New York Times reported yesterday.
Additionally, a joint inspection of Setton’s plant by the FDA and the California Department of Public Health found that Setton employees often used the same transport bins, conveyors and packing machines for both raw and roasted pistachios. Kraft suggested last week—after issuing their own recall—that cross-contamination between raw and roasted nuts could have been the issue.
On Monday Setton expanded its recall to include all lots of roasted in-shell pistachios and roasted shelled pistachios that were produced from nuts harvested in 2008.
FDA officials told the NY Times that the agency’s interim head, Dr. Joshua Sharfstein, hoped to avoid some of the problems associated with the ongoing Peanut Corp. recalls and started conference calls over the weekend with as many as 40 agency officials conversing about the appropriate next steps.
“The food industry needs to be on notice that FDA is going to be much more proactive and move things far faster,” said Dr. David Acheson, associate commissioner for foods at the Food and Drug Administration. “We’re going to try to stop people from getting sick in the first place, as opposed to waiting until we have illness and death before we take action.”
That, of course, sounds like an excellent plan.

Swift action, though, means taking some broad precautionary steps that many in the pistachio industry have already expressed concern over. They don’t want the mistakes of one company to reflect badly on all of them. FDA, impressively, is trying to be mindful of that and is pointing interested consumers to a list industry organizations have constructed of products that are not linked to the Setton recall.
This proactive mindset, coupled with attention to industry concerns, is actually reminiscent of the FDA’s approach to the Salmonella Saintpaul outbreak last summer. But no one appreciated it then.
If the FDA can continue to dialogue with members of the food industry—including whistle-blowers like Kraft and concerned pistachio growers—and clearly communicate its plans to consumers, it may have a terrific shot at salvaging its reputation as an agency committed to the health of consumers and supportive of the success of food producers with the same commitment.
It might also be able to reduce the number of people that get sick from food. That would be most appreciated.
Salmonella in pistachios: He Said, She Said
It’s on, bitches.
After a production manager for Setton Pistachio's sister company in New York said yesterday Kraft Foods did not tell Setton until recently that they had detected salmonella-tainted pistachios last year, Kraft offered a timeline of Salmonella-positive events. Kraft spokeswoman Susan Davison said,
Workers at one of Kraft's manufacturers in Illinois turned up a contaminated batch of fruits and nuts in December 2007. Then, in September of last year, another positive sample appeared.
Only after thousands of tests could the company pinpoint the source for the second positive test as California-based Setton Pistachio of Terra Bella, Inc. … Kraft finally determined pistachios caused last year's problem in March, when their manufacturer in Illinois detected salmonella for the third time - this time in the nuts, the only common ingredient between the second and third batch of trail mix. Kraft has not traced the source for the first positive salmonella test in 2007.
"If we did detect salmonella, of course we would never ship our products. We conducted extensive testing of all our food, and we were just unable to zero in until March that pistachios were the root cause."
Setton Pistachio then retracted the production manager’s statement.
On Friday, the Food and Drug Administration sent out a letter to the pistachio industry reminding nut processors to follow good manufacturing practices to protect consumers, something food safety experts called welcome guidance.
Oh, and before it was an Ashley Tisdale song, He Said She Said was a bad 1991 romantic comedy about competing newspaper advice columnists. They’d be blogging for free today.
Pistachios had tested positive for salmonella for months
Every time the U.S. Food and Drug Administration issues a public advisory about some food product, the armchair critics pounce.
This time it’s pistachios. On March 30, FDA issued a blanket warning for folks not to eat pistachios or products containing pistachios until further details emerged. The nut industry went … nuts. Perishable Pundit Jim Prevor did his bit about how regulators and others could be sure the contamination went back to the pistachio plant. Several journalists asked me about the economic burden of such a recall, especially since there were no confirmed illnesses. I told CBS Radio that if industry wanted an economically prudent plan, industry should keep Salmonella out of pistachios.
The other aspect is that, given the public and government scrutiny of FDA, there is probably something going on – something is not quite right at the farm or processing plant or wherever – for FDA to issue a blanket warning. FDA just doesn’t have all the details yet.
Here are some details:
Elizabeth Weise of USA Today is reporting this morning that Setton Pistachio, the company that recalled 2 million pounds of pistachios on Monday, had been receiving positive salmonella tests for as long as five months.
David Acheson, FDA associate commissioner, said,
"The question is, 'Did Setton Farms have an ongoing problem, and what did they do about it?' "
The FDA believes batches of pistachios that tested positive for salmonella were destroyed, not distributed. Setton Pistachio spokeswoman Fabia D'Arienzo could not confirm that.
Almond Princess Linda Harris, an expert on salmonella in nuts at the University of California-Davis, said,
"If I'm getting a positive (result) and a couple of months later another positive, and then another, I would think the appropriate response would be to say, 'This is not right. I've got to figure this out.' "
Kraft spokeswoman Susan Davison said Kraft sent an internal food-safety auditing team to Setton Farms’ Terra Bella plant on March 23 and,
"They saw the potential for cross-contamination" between raw and processed pistachios. “For example, often in companies different colored gloves are used for the raw area and the roasted area." However at the Setton plant, the same colored gloves were used in both areas.
Traceability: I can't draw but I can trace
Traceability is one of those food safety buzzwords that’s been around for awhile but doesn’t seem to mean much. Last year during the Salmonella in tomatoes/jalapenos outbreak, health types expressed severe frustration that many food vendors had little idea where their tomatoes were coming from. Same with the current peanut mess – why are companies still figuring out, two months after the initial recalls, that they have the PCA crap in their products.
A report expected to be made public today by Daniel R. Levinson, the inspector general of the Department of Health and Human Services, found that most food manufacturers and distributors cannot identify the suppliers or recipients of their products despite federal rules that require them to do so.
The investigators contacted 220 food facilities to ask about their supplier records. But only 118 of these businesses were included in the study because the rest were not required under rules adopted by the F.D.A. in 2005 to maintain supplier and recipient records. Of those 118 firms, 70 failed to provide investigators with required information about suppliers or customers, with 6 of the companies failing to provide any information at all.
United Fresh Produce Association President and CEO Tom Stenzel was scheduled to tell the U.S. House Committee on Appropriations, Subcommittee on Agriculture today that,
“… we have a very good story to tell in produce traceability.”
However, one vendor told investigators that it kept no records of tomato purchases.
Tomatoes have repeatedly been implicated in nationwide food contamination scares, including one last year. Fifteen facilities told investigators they mixed raw products from more than 10 farms.
Obama makes food safety statement: forms committee
U.S. President Barack Obama used his weekly radio – and YouTube – address today to bolster and reorganize the nation’s fractured food-safety system by forming a committee -- the Food Safety Working Group.
President Clinton had a similar group 13 years ago.
Obama said,
“In the end, food safety is something I take seriously, not just as your president, but as a parent.”
Me too. But when it comes to the safety of the food supply, I generally ignore the chatter from Washington. If a proposal does emerge, such as the creation of a single food inspection agency, I ask, Will it actually make food safer? Will fewer people get sick?
In the initial parsing of the speech, the N.Y. Times reported,
Experts have long debated whether the F.D.A. should increase inspections or rely instead on private auditors and more detailed safety rules. By calling the limited number of government inspections an “unacceptable” public health hazard, Mr. Obama came down squarely on the side of increased government inspections.
Government inspections have a role. But it’s minimal compared to what industry can do. And FDA has no authority over farms, so problems with tomatoes, spinach and sprouts are not going to be solved by increasing inspections at processing plants.
Obama is excellent at setting tone, and that is the best that can be expected from this committee formation. Maybe it will send a message that everyone, from farm-to-fork, needs to get super-serious about providing microbiologically safe food. Maybe that will increase the safety of the food supply and result in fewer sick people.
Obama wants Sebelius to seek out the science of health
Being that I’m living in the middle of Kansas, I just caught a live broadcast of President Obama announcing his nomination of Kansas Governor Kathleen Sebelius to the head of the Department of Health and Human Services.
Media sources emphasize that, as Secretary of HHS, Sebelius would be implementing the president’s plans for health care reform, along with Nancy-Ann DeParle – an American expert on health care issues and Obama’s pick for “Health Reform Czar”.

However, Obama pointed out in his announcement that it’s not all about health insurance; the position is also responsible for the oversight of several agencies that serve as protective forces, including the FDA and the CDC.
The president alluded to changes in that area of the department as well, and noted the importance of science over politics when determining the best approaches to protecting the health of Americans.
Sebelius will have her work cut out for her on many levels, so I hope she holds that mind: Keeping the poop out of food safety policy is a great way to keep poop out of food.
Salmonella-in-peanut-thingies outbreak could last years
Dr. Stephen Sundlof, director of food safety at the U.S. Food and Drug Administration, told the Atlanta Journal-Constitution that the national salmonella outbreak linked to more than 2,600 peanut products could last as long as two years, adding,
“We’re really concerned. This is not over yet.”
That’s because peanut products, seemingly harmless as they linger in homes and the marketplace, can have a relatively long shelf life, officials said.
The national outbreak has now sickened 666 people in 45 states and is suspected of causing at least nine deaths.
Tweeting about Food Safety
Do you remember how you first heard about the latest round of Salmonella in the peanut butter? Was it on the evening news, in the paper, or did you hear about it through Facebook or Twitter? If you’re in the under 30 crowd you might fit into the latter category. Social networking sites, like Facebook, Twitter and MySpace are increasingly being utilized for up-to-the-minute recall information.
During the recent Salmonella outbreak, the United States Department of Health and Human Services - specifically the Food and Drug Administration and Centers for Disease Control and Prevention - engaged in a heavy social media push to inform citizens about the health risks and product recalls. As a result, the CDC Social Media Center was created as a central hub for harnessing the power of social networking to spread recall information.
Twitter is one of the sites currently used in the assortment of links. Twitter allows users to “follow” one another’s “tweets” about what they do during the day. The website is on the rise among medical professionals and there are accounts for all ranges of industry available. Why not food safety?
Federal health agencies have been experimenting with new Internet tools, dubbed Web 2.0, that make it easier to deliver information directly to the public. The "Health 2.0" movement got a big boost with the arrival of President Barack Obama, who is pushing federal agencies to use the tools to make the federal government more transparent and participatory.

FDA says peanut plant knowingly shipped Salmonella-tainted product
Michael Rogers of the U.S. Food and Drug Administration told reporters on a conference call Tuesday that the Peanut Corporation of America plant in Blakely, Georgia, shipped out products that managers knew might be tainted with Salmonella.
"The team identified approximately 12 instances in 2007 and 2008 where the firm identified some type of salmonella ... and released the products."
Records at the plant showed that after the company tested the peanut products and found salmonella, it sent at least some to an outside lab that showed no contamination. The products were then illegally shipped for sale, Rogers said.
"There (were) no steps taken (by) the firm as far as cleaning or to minimize cross-contamination.”
An FDA inspection of the plant also found at least two strains of salmonella bacteria at the plant, although they were strains that have not been associated with the current outbreak.
Details of precisely what the FDA found will be released on Wednesday, he added.

Expiration dates don't really mean much
While working at the hometown grocery store in high school, I spent one summer cleaning the shelves. As I removed and dusted each item and shelf, I would put the goods I found had expired in a grocery cart up front for half off.
That cart cleared out about as fast as I could fill it.
Even at that time (pre-Food Science degree and Barfblogger status), the huge demand for those products baffled me. Weren’t the dates there for a reason: to protect consumers from bad product?
The FDA says,
“Selling food past the expiration date [on most products] is not a violation of FDA's regulations or law.”
and
“When storage conditions have been optimal, many foods are acceptable in terms of taste and other quality characteristics for periods of time beyond the expiration date printed on the label, and also are safe to eat.”
Shoppers at the local grocery told me they were never afraid of getting sick. They said some things had less flavor or color, but the savings was always worth the sacrifice.
A USDA FSIS fact sheet explains,
“Except for infant formula and some baby food, product dating is not generally required by Federal regulations.”
and
“…even if the date expires during home storage, a product should be safe, wholesome and of good quality — if handled properly and kept at 40° F or below.”
So, wait... what is the purpose of providing expiration dates? Perhaps they only serve to make good food affordable in tough economic times.
The UK Telegraph reported recently that online retailer Approved Food is doing big business with the expired cart idea.
As the self-proclaimed “BIGGEST online sellers of clearance, short-dated and out-of-date food & drink” in the UK, Approved Food can’t even keep up with their demand.

A notice on Approved Food’s website today said,
“We currently have a 7-day backlog of orders that are to be processed… We strongly recommend that you place your order next week when we will have more items [for sale]."
FDA and EPA acting fishy about mercury
I love fish, and would eat it at every meal if I could. But I know quite a few people that can’t stand it. Some claim the smell, it’s so…. fishy. Why eat fish in the first place? According to the American Heart Association, fish is a good source of protein and, unlike fatty meat products, it’s not high in saturated fat. It’s also a good source of omega-3 fatty acids, which benefit heart health.
When choosing what kind fish to eat, pregnant women and young children should stick with sea creatures with the lowest known levels of mercury, such as shrimp, oysters, clams, sardines, anchovies and herring, as well as hake, tilapia, crayfish and whiting. Large predatory fish, such as shark and swordfish, are very likely to contain high levels of mercury and consumption of them should be restricted if not avoided by high-risk individuals.
FDA and EPA experts currently advise pregnant women and women of childbearing age, who may become pregnant, that they can safely eat up to 12 ounces — roughly two servings — of most fish a week, but should limit their intake of albacore tuna to 6 ounces a week.
Now the two agencies are in disagreement over the two-serving limit. The F.D.A. has circulated a draft report suggesting that the vast majority of fetuses and infants would actually benefit if their mothers ate more than two servings of fish a week because fish contain highly beneficial nutrients that aid in brain development and that those benefits outweigh any potential harm. Those contentions are sharply disputed by specialists at the E.P.A. who charged that the report had “serious scientific flaws,” relied on questionable models and should not be used as a basis for decision-making.
We’ll have to see where the final lines are drawn. Until then, enjoy moderate amounts of safe seafood. As with all meat products consumed by pregnant women, the fish should be thoroughly cooked and properly stored. Pregnant women should always avoid sushi and other kinds of raw meat.
Grocers speak on food safety
I don’t really know Bob Brackett other than an annual chat when we run into each other at meetings. Years ago I started calling him the best-dressed man in food safety ‘cause he always wore a sharp suit.
Bracket started out in academia, established himself at the University of Georgia, then went to government as director of the Food and Drug Administration’s Center for Food Safety and Applied Nutrition, and then to industry as senior vice president and chief science and regulatory affairs officer of the Grocery Manufacturers Association. That’s a lot of titles. And gives Bracket a credibility others can only talk about. This guy walks the talk, and has done it in various shoes.
Bracket writes in this morning’s N.Y. Times that the Grocery Manufacturers Association agrees with the Dec. 6, 2008 Times editorial that that the Food and Drug Administration should be given more resources and authority to prevent contamination of the nation’s food supplies.
Once in office, President-elect Barack Obama and his administration should commit to increasing annual food-related spending to $900 million by 2012 and should work with Congress to quickly modernize our food safety laws.
Specifically, the F.D.A. should be allowed to set and enforce safety standards for fruits and vegetables; require every food manufacturer to adopt, regularly update and make available for F.D.A. confirmation a food safety plan; and require food importers to document the steps they are taking to police their foreign suppliers.
By doing much more to prevent contamination — and by expanding and better targeting inspections — the next administration can immediately address the challenges of rising food imports and changing consumer preferences.

N.Y. Times food safety editorial misses the point
The New York Times wrote in an editorial Saturday that the Food and Drug Administration is right to focus on imported foods and it is encouraging that the agency has already hired staff for new offices in China and India that will try to ensure the safety of food products before they are exported.
Yes, imported foods can be problematic. But so can homegrown foods. The silence surrounding California lettuce as a possible source of E. coli O157:H7 outbreaks in Michigan and Ontario is beyond disturbing. And the more fingers are pointed to imports, the fewer questions are asked about domestic supplies.
The Times did get this part of their editorial right:
“The goal is to root out tainted food — whether produced abroad or in this country — at the earliest stages of the production and distribution process while being ready to respond quickly if pathogens start reaching consumers.”
They just couldn’t follow through with a meaningful statement and say, providing safe food actually depends on a culture of food safety from farm-to-fork, wherever that food comes from.
F.D.A. details its food safety campaign
Andrew Martin of the N.Y. Times has just reported on-line and in tomorrow’s print editions that the U.S. Food and Drug Administration will release a report Monday that summarizes what officials call a “hugely ambitious” campaign to reshape its food inspection arm to root out safety hazards through things like sophisticated software and certifiers from the private sector.
“The goal is to radically redesign the process,” said Dr. David Acheson (right, exactly as shown), the agency’s associate commissioner for foods. For imported food, for instance, that means trying to detect tainted products during the production process rather than waiting until they enter the country.
“We cannot simply rely on picking the ball up at the point of entry,” Dr. Acheson said.
The changes were first outlined in the agency’s Food Protection Plan, which was released in November 2007. In June, the agency was criticized by the Government Accountability Office for failing to provide details on the costs or specific strategies for carrying out the plan. Some lawmakers have repeatedly called the agency’s food protection efforts inadequate.
Governments can only do so much, and auditors or other third-party certifiers have been sorta miserable – a lot of foodborne illness outbreaks are linked back to farms, processors and retailers that went through some form of certification. What’s needed are the proper mixture of carrots and sticks to foster a food safety culture at all points of the farm-to-fork food safety system. My friend, Frank, wrote a new book about food safety culture. But more about that tomorrow, or in a few days, depending on when this baby decides to arrive.
Silence of the lettuce
If there’s one result from the Salmonella Saintpaul outbreak this summer it’s this: public health types sure are reluctant to finger fresh produce in outbreaks of foodborne illness.
On Tuesday, a spokesman for the bureaucrats club know as the Canadian Food Inspection Agency confirmed they are looking to U.S. suppliers of E. coli-infected romaine lettuce that has been linked to 153 illnesses across southern Ontario, “but he had few other details.”
On Monday, something called the Produce Safety Project, an Initiative of The Pew Charitable Trusts at Georgetown University concluded in a report that weaknesses in food safety policy, organization and communications were all displayed during this summer's outbreak of Salmonella Saintpaul.
The report, "Breakdown: Lessons to Be Learned from the 2008 Salmonella Saintpaul Outbreak," represents an in-depth review of the public record of last summer's Salmonella Saintpaul outbreak that caused illnesses in more than 1,400 people across the country. Highlights and recommendations from the report include:
The need for the Food and Drug Administration (FDA) to use its existing statutory authorities to establish mandatory and enforceable safety standards for fresh produce. While FDA officials said the outbreak showed the need for these standards, they said Congress needs to pass legislation to grant it explicit authority to do so. However, the report notes that FDA has already used existing authorities to put in place preventive safety standards for seafood in 1995 and for juice in 2001.
The need for organizational reforms throughout the public health system for a more coordinated outbreak response. The report raises questions about how timely and effectively data was shared between public health agencies and if it contributed to a delayed identification of jalapeno and serrano peppers as a vehicle for Salmonella Saintpaul.
The need to have established and unified risk communication plans in place before an outbreak. The report documents "dueling" public health messages from various agencies announcing the outbreak, and questions why the Centers for Disease Control and Prevention changed its presentation of data numerous times in the middle of the outbreak.
I haven’t read the report in detail but will get to it. And while everyone is pointing fingers, recall that epidemiology is a messy thing, but it can prevent people from barfing. Self-censorship could be worse.
Both CFIA and FDA need to establish clear and transparent protocols on when to go public in outbreaks of foodborne illness. No one will be happy, but it will provide a basis for discussion and a way to move forward; once it’s written down, it can be improved.

FDA lax in produce oversight
The U.S. Government Accountability Office reported today that the Food and Drug Administration's efforts to combat foodborne illness are hampered by infrequent inspections, not enough staff and the failure to implement a program devoted to the safety of fresh produce.

The report said that inspections at produce-processing facilities are rare and that when problems are discovered, the FDA relies on the industry to correct them without oversight or follow-up. …
The report also cited previously unpublished FDA data showing that 14 people died and 10,253 were sickened in 96 outbreaks associated with fresh produce from 1996 through 2006. This summer, salmonella sickened at least 1,440 people in 43 states and Washington, D.C.
But the report found that only 3% of the FDA's food safety budget goes toward efforts to protect fresh produce.

"Farmers still need to practice good agricultural practices, and the possibility of post-processing contamination still exists, Powell said, but added that irradiation is safe and should be made available at the retail level.
"There's a lot of people already speaking on behalf of consumers and what they may or may not do," Powell said. "When it comes to food, consumers vote with their wallets at checkout, not on public opinion surveys. I'd really like to see someone step up and offer consumers the choice. There have been enough serious outbreaks of foodborne illness in fresh produce that the interest in irradiated spinach and lettuce should be strong."

"There's been a bunch of armchair quarterbacks out there who should really think first and walk a mile in the FDA's shoes," said Powell, the food safety expert, in an interview. "FDA has done a good job keeping its eye on the ball and managed to track it down in the face of a lot of barriers."

Salmonella in tomatoes toll reaches 145 in 16 states; FDA issues national advisory
FDA recommends that consumers not eat raw red Roma, raw red plum, raw red round tomatoes, or products that contain these types of raw red tomatoes unless the tomatoes are from the sources listed below. If unsure of where tomatoes are grown or harvested, consumers are encouraged to contact the store where the tomato purchase was made. Consumers should continue to eat cherry tomatoes, grape tomatoes, and tomatoes sold with the vine still attached, or tomatoes grown at home.
On June 5, using traceback and other distribution pattern information, FDA published a list of states, territories, and countries where tomatoes are grown and harvested which have not been associated with this outbreak. This updated list includes: Arkansas, California, Georgia, North Carolina, South Carolina, Tennessee, Texas, Belgium, Canada, Dominican Republic, Guatemala, Israel, Netherlands, and Puerto Rico. Since mid April, there have been 145 reported cases of salmonellosis caused by Salmonella Saintpaul nationwide, including at least 23 hospitalizations. States reporting illnesses linked to the outbreak include: Arizona, California, Colorado, Connecticut, Idaho, Illinois, Indiana, Kansas, New Mexico, Oklahoma, Oregon, Texas, Utah, Virginia, Washington, and Wisconsin. Salmonella Saintpaul is an uncommon type of Salmonella.
As I've said, food safety for fresh produce begins on the farm and goes right through to the fork.
Fresh fruits and vegetables are the most significant sources offoodborne illness today in the United States, and because fresh produce is
not cooked, anything that comes into contact is a possible source of contamination.
Wash water, irrigation water, manure in soil, even contact with animals or humans, can introduce dangerous microorganisms onto fresh produce. There is evidence that bacteria like Salmonella and E. coli can enter fruit like tomatoes and cantaloupes, and leafy greens such as spinach and lettuce, making removal extremely difficult.
The farm is the first line of defense. Whether your produce comes from around the corner or around the globe, contamination must be prevented on the farm.

GAO: FDA should be clearer on food safety plan
The GAO report also noted that FDA must better leverage its existing resources "as staffing levels and funding have not kept pace with the agency's growing responsibilities" to oversee the food supply.
GAO noted that even as food imports surge, FDA inspectors of foreign food firms has dropped from 211 in fiscal year 2001 to fewer than 100 in 2007. About 15 percent of the overall U.S. food supply is imported.
Rep. John Dingell, chairman of the House Energy and Commerce committee, said,
"Our constituents are growing weary of these events. They are losing confidence in this agency's ability to protect them from the products they use daily."
